Need advice ASAP regarding built computer

Just finished building the sister's rig, and fired it up and all started up successfully. HOWEVER, I was keeping my eyes out for the heatsink (Freezer Pro Rev 2) and the fan on the heatsink wasn't spinning. So I immediately shut down the system.

Is this normal? Should the fan start spinning immediately or are there settings I have to change?

(The fan itself is plugged into the slot labeled (CPU FAN).

UPDATE:

I switched the connector to the SYS FAN1, and it is working now. Will update again.
