Overclocking/HDD performance

Has anyone noticed a decrease in HDD performance as the processor speed increases. I noticed this when I tried overclocking my Athlon x2 4800 a few months back. I'd say that the results I got were wrong, but I seemed to notice an increase in the times that it would take me to load programs and even boot into Windows XP as well. To make matters even more confusing, when I upgraded from the Athlon x2 4800 (2.5 Mhz) to the Athlon II 250 (3 Ghz) I have now, I notice that same effect without overclocking. I'm currently using a Seagate 320 Gb, 7200.10 (I believe), SATA II HDD. Any opinions from anyone about why this appears to be so, or suggestions about how I can speed up my disk (without the obvious defrag or replacing it of course:) or am I limited by the HDD.
