Of course 100% liquid cooling is quieter. It all depends on the fan, most of them have a Decibel (DB) sound rating in the specs, obviously the lower DB the quieter the fan

That completely depends on the two setups you are comparing. You can have an air-cooled system just as quiet as a liquid-cooled system. They can also be just as loud as each other. It all depends on the fans and pump(s) you go with.
