I am trying get a new budget cooler that will replace my hyper 212 evo. I think the fan is dying on the hyper 212 evo because it is slowly loosing idle revolution. first went to 500 then 400 now around 300. I thought I'd just buy a new cooler altogether instead of just replacing the fan and was wondering about the Arctic I30. I see mixed reviews.
This review says the I30 is worse than the hyper 212 evo

I seen others that say i30 is alot better. I'm confused if I should get the I30 or not. $40 price tag is very appealing.
I am running a 3770k at stock clocks. I wish to overclock it when the system get old but not right now. I previously had a Q9550 @ a modest 3.8ghz and when I first got the 3770k it was easily doing what the q9550@3.8ghz was struggling at. I didn't feel the need to overclock it yet.
