Default why always this computer!

Hi i have came here before asking of information and help, and here i am again!
i seem to have a problem while setting up a netowork in my house!
i have had it up before and running beautifully with no errors, however the internet gateway (downstairs one, or called Home) has had windows re-installed. now it has no sound drivers (not too much of a problem for me, external device drivers are a bit dodgy, but again not too bad for me and what i want, however here is the bad one...
whenever i attempt to set up a network, and it says it has done so, i look in the connections section. i have tiscali BB there (and atm BB works fine) but i cant find the local area network connection icon there, and also when i plug in the network cable from the hub. there is nothing. at the monent i would even be grateful for a limited or no connectivity sign!

Can anyone give me help for this? many thanks, Dan
