Default Strange IP Address

Okay guys on my corporate lan, on the server when I do an IPCONFIG I get an Autoconfigured IP of 169.254.XXX.XXX , what is this IP address; it is not the internal address and is not the address given to me by my ISP. Is it possible it is a firewall address?

Since you have not specified an address, windows is generating one for you.

but i have specified an IP address, an internal one 10.2.X.X
