running an ad on tv while watching live tv

hey guys

I completely understand that this isnt the correct forum to ask but I'm running out of ideas.

How do you run an ad, like news networks run a bar at the bottom of the screen, while watching live tv?

Any help would be appreciated!

What you are looking for is called a ticker.

search for desktop ticker and there are plenty of free programs out there that you can configure to read different RSS feeds etc to give you news or whatever.
