Default residential gateway on network causing problems

Hi all.
I have a 4 computer network in my home. I have a file server computer, and a internet gateway computer. However for some reason the internet gateway must be on otherwise all other computers can not access anything due to the no connectivity error.
The file server computer is always on (since 03/04/07!!!) and the internet computer is mostly off, but its annoying that 2 computers must be on for the network to be complete.

Is there any way i can make it so that it is the file server (with no internet connection) is the master computer?

so i will be able to access files from the file server whenever i want, and be able to connect to the internet only when the internet gateway is on?

my laptop and my file server run XP pro sp2, and my sis laptop, and home internet computer run XP Home sp2
