Default redirecting computers on a wireless network to a server web page

Hi, this is a hypothical situation. As the equiment doesn't need to be the same

I've got a W/router(level one), and would like make it so that anyone that connects to the wireless network will be displayed a web page then get redirected to the site they were asking for.
I don't know the model of the "level one" but if you know how to do it on your w/router i will see if my w/router has the same settings.
I'am guessing it has to do with routes which are statically assigned, but can i do it with just a w/router or do I need to have this type of setup.
Internet----w/router---switch---computers and then up date the switchs route table to redirect the traffic from the switch to the server.
I would preffer this type of setup
So what i'm asking is there anything on the router that will redirect traffic to the server, and then allow it to be redirected back to the w/router on out to the internet.
This type of flow. Computers----w/router---server----w/router----Internet
