Problems Sharing Files on LAN

Okay, I have 4 computers hooked up to a router in my house. My brother and I like to share files, especially sense I have a large secondary hard drive just for storage. I have folders set for sharing, but he can't access them (But I can access his shared folders). Once he clicks on me on the Network Neighborhood, he is asked for a username and password. This didn't happen last time and I don't know how to fix it.

OS: Windows 2000 Pro
Bro's OS: Windows 98SE

try going to:
Local Security Administrative Tools. Select Local Policies: User Rights assignment and there is a key called "Access This Computer from the network" double click and add any computers that you want to be able to access the windows 2000 computer.
