Problem with my internet?

Okay so I just recently got back into playing a game Counter-Strike.

Okay so I've been playing cs for years and it's always ran fine. I just reinstalled it a few days ago , and people say I'm lagging..

I don't really see the lag, I have 100 fps the whole time, so than I started to look at my ping. It's really jumpy.. Not consistent at all.
Could go from 17 , 32, 21, 65, 20, 71, 37, 27, 58. Just really spiky and my shots aren't registering like they should be.


specs:

GPU- ATI Radeon HD 5570
3 GB RAM
Processor - Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz (8 CPUs), ~2.7GHz
Windows 7
Corsair HC750 PSU

My download speed is 10-12 mbps
My upload speed is 2-2.2 mbps

I'm going to go try testing them again.

Just noticed I'm also getting
Loss around ~1-2
Choke anywhere from 3-7

Doesn't seem to be an internet issue.. IDK ?

Hi JoeKer

Not sure if your in the UK or not but the Faceplate can make a huge difference, I use a XTE-2005 professional quality master socket filter from adsl nation and works very well.

At home I use a piggyback plate (forgot proper name) from an old plug, both plates and wires are about 20 years old, so my net can often be a little dodgy.

You using ADSL or cable?
