Question problem in keeping dsl speed

the type of internet i'm' using is verizon dsl 1.5mb downstream. but in the year of 2003 my upstream can go up to 50kb don't know why, but after my bro called them and cut the price down to 30$ per month the upstream go back down the maxmium 12kb. anyway when i start download stuff from high speed servers, like download.com when the thing pops up after i click save its inital speed is 280kbs!!!/280KB the 280kb of of 1000kb per MB. then i guess is the phone cord connected to my router's problem, so i changed to a very good phone cord "monster internet cable" rj-11 but still it won't keep its speed on 280kb keep drop down to 180kb. think its bad phoneline quality?
