Ports Blocked or not

Hello All, I hope this the correct forum to post this question:
How do i check if a port is blocked with Firewall or my Network settings? I am trying to log in to my Flash Administration console. However, i am failing to sign in. I know port 1111 needs to be open but i have no idea how to check if this specific port is open or closed? Any advice would be most welcome

One way is to use the command line. Type "telnet", the ip address, and the port # you want to test, then press enter. If it doesnt work it will tell you, if the port is open, you'll be taken to a blank screen.
