only getting 25% of connection speed

Hi,
I just recently re-installed windows XP on my computer. since then, I haven't been able to get full speed. I'm on a 16 meg connection but only get four at any given time. I had a tech out to the house, the line is perfect and the modem works fine. I'm loosing 75% of my speed somehow, but I'm not sure what the problem is or where to start. any help would be greatly appreciated.

alright, I'm almost positive there is a hardware or software problem. I don't think anyone is stealing my internet.
