Default network trying to connect, and disconnecting repeatedly

Im in college. I have xp pro, nic is installed correctly, i can ping the nic, ive tryed slowing down the speed. Tryed both enet ports. I cant think of anything to try anymore. Im thinking it may be a nic issue, but i want to make sure. Thanks for any recommendations.

maybe the admin needs to allow you access??? start with their restrictions/rules to get onto their network as a first step..
