Question Network root drive box?


In my college i am planning to make a small IRC chat room on the network, so other classes can communicate with us.

I remember an old friend making a 'box'? in the root of the drive and hosting the IRC room from there. I was wondering if you guys could tell me how to create something like that, problem is i lost contact with him quite a while ago and cant get hold of him.

So what i want to know is how to create a small box? and allow other people to access it from their computer stations all across the network.
