Network Priveleges/router service

I need to change my Desktop so that my laptop can connect to it. When i
connect to it it says i need to check network privileges. So i try to enable
Incoming Connections. Problem is, when i run the wizard , go through advanced
connnections and click "set up an incoming connection" and click next it
hangs and then finnaly says that the routing and remote connections service
failed to star. So i try to start it manualy. Couldn't Start. Restart the
computer. Couldn't start. Restart the computer in safe mode with networking.
Could'nt start. Restore. Couldn't start. Look at logs. Nothing there.
Both systems (desktop and laptop) Xp pro.
Please Help ASAP,

What type of connection are you using? Try logging into the admin account and update with windows patches.
