Default Network Monitoring Software

Does anyone have any recommendations on a network monitoring software? I want this software to be able to graph bandwidth consumption on the network and be able to pinpoint bottlenecks and who is causing them. I tried Wireshark but that's just a packet sniffer. It's useful, but not what I need. Any suggestions? It doesn't have to be free.

Running WinXP Pro Sp3.
Monitoring 5 branch locations of a total of about 250 people.

Cisco Network monitor is good and used by a wide range of IT specialists and tech guys
