My Own ISP

Theoretically, if I had unlimited money and all the technical knowledge I needed to set this up, would it be possible to buy fiberoptic cables and connect directly to the internet without using an ISP or GSP?

In short, yes, and you may consider yourself a GSP/ISP.

Well you could setup your own ISP and run your own cables and such, but it would take a lot of money and knowledge.
