how can i block my ip address so that no one can ever see it where ever i go on the net no matter what i do? is there a way to change it or to send out a scrambeled signal to people?
 
i have been ask this question many times so i saved this answer to a file
here we go

you can realy hide your ip address but you cann hide the information that the ip holds using a proxy

Why use a proxy?
There are several reasons that one may want to use a proxy server:
Speed:
The server you are on may be very slow. Connecting to a large proxy may speed up your connection times considerably.
Privacy & Anonymity:
One may not like visiting web sites that gather inform
ation about your self, your buying patterns etc. You may want to visit a site without leaving any traces that it was you.
For instance you want to check what
's going on at your competitor's site. Your visit will leave a record in their log file. Frequent visits will leave many records.
A lot of people do not realize just how much inform
ation they can give out when they visit a web site.
Sending e-mail from most web-based email clients will also send your Origina
tion IP, If youuse a proxy only the proxys IP will be shown.
By using a proxy server you can start surfing the Web leaving traces as if you are from Bulgaria, Canada, Slovakia
, or somewhere else. the default proxy server, use a different one!
Denial Of Access:
One last reason for using a proxy, is that some online services restrict access based on the connecting IP address of the user. So using a proxy server will allow you to access to a service as all they will see is the proxys IP addres

Are proxys anonymous?
Proxy servers may not to be completely anonymous. Some may give out the IP you are connecting from Of course it all depends on how bad someone wants to find you ad what you are doing viz the proxy. Allmost all ISP's keep logs to some extent, which can be had with a search warrant.

What are the different types of proxys?
Public Proxys: These are provided as a service, either to help speed up your connection through their huge caches or to provide a filtering service to filter out what some people consider "harful", "obscene" or "violent" material.
Open/Accessible Proxys: These servers that have proxys that are accessible to the public, for one reason or another are open.
Anonymous Proxys: These servers offer anonymous proxy services, some of them are pay servic
es.
Can proxys be chained?
Yes if really want to they can, your connection may end up being fairly slow though.
Set up your browser to use Proxy A, and you know the addres
ses and port numbers of 2 more servers Proxy B and Proxy C. The URL that you type should look something like that:
http://proxyB:port/http://proxyC:port/http://www.destination.domain/
You will go to your destination site via 3 servers: A, B and C.
Not all proxy servers will allow you to chain proxys.
 
But i guess if you are beind a router you don't need to worry about it as the router blobks of you LAN ip address and surfs on the ip your isp assings you which is the WAN ip and that ip can be tracked by many means just go to sygate website try online scan and they will get you WAN ip but not your LAN ip.I guess even if you use a proxy your wan ip can be tracked as we can't do anything about that as that is on the isp side

i think zonealarm have software that hides your ip address.
