What kinda downloading is it? Torrent, accelerated, etc.?
If it is torrent, make sure the upload speed and upload threads are limited to 80% max of the actual upload speed and 4-5 threads total active respectively. If you're using acceleration software, limit the thread to 8. Some connections like xDSL cripple their download speed if the upload is hogged.
The above numbers could change depending on the upload speed and latency/health.
