Internet line usage on a LAN network

my brother is using a computer upstairs in my house, we are using a LAN connection i susspect he is using 80% of the internet line so i only get 20% beens as i am paying for the internet this is really unfair i just wonderd if you could help me to change that percentage and if there is a way could you tell me how to change it to 50% - 50%.
my downloads are so slow it takes ages to do one song.
its not the connection speed because we have a 1 meg line.
please can u help!

Get a router

Sounds to me like one of your computers is connected to the net and acting as a server to your other computer.

Perhapse if you were to get a router things would work out more even, often routers will share the bandwith evenly.

Few people need to use 80% of a broadband connection, Perhapse there is spyware or addware (Dodgy software) That is using up a lot of the bandwith.

To check for spyware i use Microsoft anti-spyware - http://www.microsoft.com/athome/security/spyware/software/default.mspx

Routers can be purchased from most electronic retailers - i brought my one from e buyer - http://www.ebuyer.com
 
The most efficient combo for taking out spyware and adware is to run Adaware and Spybot Search & Destroy
