Your IP address is assigned by your ISP and you yourself cannot change it.

You could use an anonymous proxy if you are trying to access sites and conceal your identity, what do you wish to do with this?

If you are trying to keep your public IP static or keep from having it change when you try to access your machine remotely, you can use dyndns.org. They will set you up with a free program and dns name that will update with whatever your current IP is. You can access your machine through your new DNS name instead.

I hope this helps.

As far as having Mozilla pull the same address everytime... not sure what you mean.
