difficulty w/ internet connection my internet connection is very weak

here's the latest message I get however I have the TLS1-2-3 all turned on

Have you tried selecting the Reset option and just restoring all IE settings to defaults? Also, why do you have that yellow error icon on your wifi bars down on the task tray? Have you tried right clicking on the icon and selecting Troubleshoot Problems? the network troubleshooter can resolve many problems or at least hint at their cause.
