Default Creating my own public DNS server

For those of you that are familiar with Netflix, it's known that you can access the US selection by simply changing your DNS to an american one. Lately however, most american DNS codes haven't been working.

My question is, how can I create my own, public DNS server?

I have almost zero experience in networking but I'm very interested in doing this. Thanks for any responses!

We cannot help you accomplish this as it is a violation of their Terms of Use.
It is also a crime under several US acts.

It no longer works because Netflix was not ignorant to this trick and changed the selection to be bound to the IP address used when you created the account. If you used your home IP address to create the account, then no amount of IP spoofing is going to fix that.
