Controlling Bandwidth

I have two computers at home, connected to a router.

I have a DSL 2mbps connection, but the problem is that once one computer starts downloading something, the internet on the other one gets so slow...

My question is... is there any program or tool out there that can control the max bandwidth on a computer, because this is really annoying.

What kind of router do you have? Many routers have usage rules that you can set in order to control time of access, amount of access, et cetera. Check your router's manual.

By using a router that supports quality of service, and make sure the quality of service will do what you want.
