Default changing ip to desired numbers

Hello I just have some questions about changing my ip to the numbers i want it to be. I have comcast and a netgear router. The way ive been changing ip is going to and changing the last 2 sets of the mac address then unplugging the modem and router then plugging back in. So I was just wondering if there was a easier way to change it to the numbers I want or how
mac address has affect on ip.

Your ISP determines the IP address you get (unless you have a static IP). In either case, what is it that you're trying to accomplish by changing your IP address to what you want? If you're trying to get an easy to remember number, instead try a dynamic dns service that updates a (free) host-name to correspond to your IP address changes.
No-IP is one example of a service that does this.
