Unhappy Seagate External Drive

I have a Seagate 3TB external drive.
I created a primary partition at 2TB (Drive E), to leave 1 TB for back up.
Drive E created correctly as an active primary partition, however the remaining space (unallocated) cannot be used and attempts to create this as a simple volume have failed. Format is NTFS. HELP !!

What program did you use to created the partitions?

also try using diskpart with command prompt. tons of how to's on google.
