Im debating...xbmc looks amazing, but would a cheap htpc be better??

It's all in what you want to use it for. If you have an HDTV, then the xbox is no good for it. It's just not strong enough to play HD videos.
Personally I just use XBMC, and I love it.

Well the Xbox doesn't have HD outputs so...

Yes it does. It can output 720p and 1080i. You just need the HD kit. But, again, the xbox is too slow to play video in HD. It will just drop frames like crazy and be pointless.

Oh, well I don't have the HD kit, so it's sorta useless when I can just stream to my 360 from my PC.

Yeah if all you care for is streaming then the 360 will do just fine. I have a 200gb hard drive in my xbox, stuffed full of all sorts of media.
