what is the difference between the chips besides clock speed? (excluding the 4000 with the extra L2 cache.)
do the higher chips have a higher multi?
 
Only the FX series has unlocked multipliers, and usually the higher the model, the more multipliers there are. They usually have hardly any difference in clock speed, mainly cache difference, but now AMD is only using 512KB L2 Cache total now (256KB per core) to cut costs. They're getting desperate, because Core 2 Duo is essentially a better bargain.

is that the 4600 has a higher locked multi?

and if that is true how are people getting 3800s to almost 3Ghz. i find it hard to believe that they can just raise the htt that much. but if they can, why can't 4600s hit slightly higher (say 3.2) due to the fact they have the same cores and a higher multi?

sorry for all that questions, i'm just trying to determine which to buy.
 
Depends on the core. The Toledo core is pretty overclockable, but if you get the Manchester core, it runs cooler, but overclocking isn't too great. I'm not sure about the Windsor core though...gonna have to check up on that.
