Wrong partition help

A long time ago someone built a computer for my mom, it is slow as hell and then I noticed that when he made the area just for the OS, he made it be drive C instead of drive D so now everything gets stored to the wrong part so these are the options I have thought of.

1: Remove the partition so its just one hard drive
2: Switch it so the partition is drive D
3: Make it so drive C is the default drive for everything to be saved to


Problem is I dont know how to do any of it and iof option 2 or 3 are done then I still need to move some stuff around cause it only has 100mb on it.

Can I do any of this without losing ANY of her pictures or information?
 
I was always under the impression that a partition was made (10-20 gigs) and the OS and most/all programs would go there and everything else would go into the rest of the hard drive that way it wouldnt clog up the partition and make the OS run slow.

either way, I just need to know how to fix this cause everything is being saved to the partition which is only 10 gigs and is constantly filling up and the rest of her hard drive has 60 gigs.
 
Move everything on the D drive to the C drive and then use Parted Magic or something similar to delete the D drive and extend the C drive.
