Default would this cool down my pc much?

if i was to put this on my computer(i have it on its side with the side piece's removed) would it actually cool my CPU and GPU better? its basically 2 200mm fan's. thanks in advanced

Your covers should be on your PC for proper cooling.
How many fans are you running? How do you know it's running hot?
That fan would just fill up your machine with dust.

I personally don't think that fan would be very efficient.

maybe if you put a filter in front of it but if not then no.

well the case is from my first computer i built and the only fan's on this computer are the little one on my GPU, a hard drive cooler that has 2 fan's and one on my CPU. my CPU runs at a average of about 42-46c idle and 56-60c load while my GPU run's at 63c idle and with a 100% load on it around 95c....

All of those temperatures are fine. The GPU @ load is a bit high, and you may want to consider an aftermarket cooler, but everything else is absolutely fine.

The CPU temps aren't terribly out of line, but that x1650 is running way hot. Have you tried ATITool or RivaTuner to try and adjust the fan speeds on the vodeo card any?
