Default Wireless Network/Database question...

I work at a road maintenance company and want to create a wireless network that would allow me to update a database of work to be completed on our server. The worker would then be able to retrieve this information using a laptop with a wireless connection in his vehicle and change the database to read that these items are complete when he is away and out of range of the wireless network. I would then like him to be able to retun at night and the database is updated with all of the work he completed, and any new work orders I added to the database would update on his laptop. The wireless networking part isn't a big issue, it's taken care of. Anybody have any ideas on how to get this type of database transfer to work so that the files would not write over one another?
