Default Windows Says 250GB is 232GB

Windows is telling me that my 250gb Seagate drive's capacity is 232GB and that I only have 51.5 gigs left. Do I really have 69.6 gigs left on the drive? If so, is there a way that I can make Windows display the full capacity of the drive?

That's correct, it should be like that. I think it has to do with HD manufacturers classifying 1 GB as 1000 MB, while Windows classifies 1 GB as 1024 MB.

Freestyler is correct, It's all to do with the drive manufacturer quoting the size in base 10 units and the computer mostly reporting in base 2? Also, formatting takes some space aswell. Heres more info.
