I just got an Intel Core2 Duo E6750 cpu and installed in my motherboard. When i right click My Computer in Windows and choose Properties, i see this:

Itel(R) Core(TM)2 Duo CPU E6750 @ 2.66ghz
1.98ghz, 1.00 GB of RAM

What does the 1.98ghz mean? Does it mean that 1 core is running at 2.66 ghz and the other is running at 1.98ghz?

 
download cpu-z(google it) and give us a screen of what it says on the mainscren.

also what is your motherboard?
 
It's probably speed step lowing your speed to save power since you don't need everything at that moment.
 
The multiplier should be 8 on that cpu to make it up to 2.66 so maybe there is a power option or thermal throttling in place
celegorm hit it right up there . I should read previous posts more option

Anyhow if its realy a concern to you go into the bios and you should be able to disable it
