Within messenger! Just switch the contacts you don't want at startup in your ignored or banned list.
Also if you make a search in your windows explorer for a *.wab file (windows address book) delete it; you want have any contacts at all. Finally you can change your hotmail or msn associated passport address linked with your Outlook Express and give it only to those you still want on your list.
