Default Windows apperance

I see some pictures of peoples computers and they have transparent tool bars and stuff. Do I need a special program to do that? If any one knows how I'd be much appreciative.

there is a program called windows blinds where you download themes to your computer and certain themes can make your toolbars transparent.

yep windowblinds will do the trick. heres a link to the trial version of it:

this website has some pretty good skins for windowblinds:
