Default Window Blinds help

So I've seen desktops with Window Blinds, stardock, objectdesktop or whatever those are installed, and I was impressed, and wanted it on my PC. So, I installed Window Blinds and applied a skin, but it took quite some time and the computer was incredibly slow. When it was all done after about 3 minutes, the skin did not show, and neither did the taskbar, or any of my icons. Does anyone know what the problem is? I did this on my old Dell Dimension 4400, P4 1.6 GHz, 128 mb PC because I didn't want to risk my new PC...anyone know what the problem is?
