I noticed Aero does not work on win 7 rc 7100. I have an on-board video card. Would I have to download drivers for it? Or will an on-board video card not suffice for win 7. The card and aero work fine with Vista.

yes, you would have to get drivers, I think they changed their driver model in 7...

aero does not work in VMs as well.. unless you do a remote connection to your VM...

You need to run the Windows Experience Index or Aero is disabled by default.

Did Vista require you to install new drivers or did it supply its own?

When I installed 7 everything worked from the get-go, including games without installing drivers. I got drivers from the ATI website because I wanted my overclock back though.
