Where to download dual core hotfix?

Guys, I know. I'm sorry. This is a stupid question. I want to know where to download the proper windows xp dual core hotfix, or whatever to improve performance on my games. I searched google, but i'm unaware of where to download it from, what the download actually is, and ect. Can someone provide me a link to the download? Is it off the M$ website?
