Whats this game...?

Ok i was talking to my mate about gaming and he started talking about this game he use to play on. he described it saying it was a first person shooter set in a prison of some sort after a nuke explosion. he said it was kind of like half-life and the main character could read the prisoners thoughts. any ideas of what it could be called.....

didnt think to ask him what platform it was based on either.

im thinking the psyops game or w/e it's called maybe tom clancey or something? pretty sure if the main character is psychic it's psyops.
