Okay, but talking about a budget one with everything included, its probably the Tuniq.

Whats the best fan to use with the Thermalright Ultra 120 Extreme? Which offers the lowest noise but the highest performance?

i.e the 9700 fan is so quiet, yet its spinning rather fast

Ok out of the box the tuniq tower is the best
if you get the right fan the thermalright ultra 120 is the best out there , but only if you pick up a decent fan

Tbh tho it aint worth getting mad about
