what makes a quite power supply?

Errr...can you clarify a bit, are you looking for a QUIET power supply? or are you looking for a QUITE good power supply?

Quiet cooling fans make for a quiet power supply. There are a few that have no cooling fans at all and are completely silent. Generally, the power supplies with the larger 120mm fans are very quiet.

It's just the efficiency and fan. The more efficient it is, the less heat it generates. Which means the less the fan has to work to keep it cool.

Well, then yea, go with Atomic, there are some PSU's without fans that are silent, and the ones with the larger fans are very quiet, like my Corsair 750tx that has a 140mm fan, and is pretty much silent.
