I don't know what the top settings are (I don't own the game) and I suppose I want the game to run over 40 fps.

Get the Nvidia Geforce 6600GT. They go for $140-$200. Very cheap for the performance. Does an excellent job with FEAR. I have a 6600GT and the FEAR MP Demo. It rocks the...I played the demo at max settings and also OCed the GPU and memory frequency's too. The OCing part is just for fun, but it will play well at stock settings.
