It's one of the best AGP video cards out, on par with the X850 XT Platinum Edition, but with support for current technologies like Shader Model 3.0.
If I were you, buy a new processor. This card will bottleneck that Athlon XP 1800+ like no other. Your RAM should be fine for the moment, although it'll be due for upgrade soon enough, since 1gb is quickly becoming the standard now.
To find out your PSU wattage, do what Dev0115 said. Pop open that case and see if you can find the sticker that the manufacturers put on it. It should be facing you or and should have the information for the wattage and everything. If the sticker isn't facing you, look at the bottom of the unit.
