Default What is bottlenecking my performance?

I can only run a few games on the highest graphics; Bioshock Infinite barely runs with Very Low graphics.
Specs:
CPU: AMD Phenom II x4 945
RAM: Patriot Black Mamba 2x4gb
Graphics Card: EVGA Nvidia GeForce GT 610

There's your problem. The GT 610 is pretty much a HTPC card, basically useless for gaming. It performs worse than intel HD graphics, for reference.

I believe you're thinking of HDCP.

High-bandwidth Digital Content Protection - Wikipedia, the free encyclopedia

A card better suited for HTPC applications wouldn't perform best for gaming.
