Weird Issue

So I came home from work today and turned on my computer. Everything was going fine, then a few seconds after logging in everything just went bright. Like REALLY bright. It stays this way until I restart, then again after a few seconds the same thing happens. It's definitely not my monitor, I checked it out and everything fine with it. I have absolutely no idea what this could be. Anyone have some suggestions on how to fix this?

Have you tried updating your video card driver?
Have you installed anything recently that might be suspicious?
Did you turn off your computer properly/experience a power outage?

video card driver is up to date
i havent installed anything suspicious
i did turn my computer off properly and no power outages

Is your graphics on-board or off-board?

I switch DVI ports and now everything's fine, but when I switch back to the other one it's all messed up. Anyone know a fix?
