Where are you putting this code?

In your HTML file, it should be divided into sections:
<head>
</head>
<body>
</body>

This code needs to go into the head section. I have tried this code in IE and Firefox.. Both work.

when i tested it offline, it comes up full screen (in IE) but with scrollbars. I am not sure why it does it like that when it is online tho?!

hmm..

Try clearing your browsers cache?
I just lowered my resolution and that still loaded with no scroll bars.
