Yes, 3 fans cooling the radiator is far better than one. If you want to go the full hog, you could get a copper radiator, that lets the air shift more heat from the water due to coppers higher heat conduction over aluminium. Just make sure that you have the correct diameter of inlet and outlet pipe though, and some seriously quiet fans, such as 3 AKASA Amber series.
 
The limiting factor with water cooling is that you cannot get temperatures cooler than ambient. So if it's 28*C in the room, your temperatures aren't going to be able to go any lower than that.

It's simply because the heat has to be dispersed to somewhere, so it's dispersed into the air via fans. Once the CPU is the same temperature as the air, it can't get any cooler.
