are you sure it is the cpu's fault? i would think that a P4 would be able to run linux. (what version are you running?
heres an idea for you, i think you could build a decent machine for $200 using everything from your dell and a few more parts.
im not really sure what you want/like. but here goes...
you really need a mid sized case to build with, that way you have room for everything.

about the ram. you probably would be fine with 3GB so you could just buy another 1GB stick. $25
the CPU: i have an Intel Pentium dual core E2180 2.0Ghz it works great for everything ive ever thrown at it. (gaming, surfing, anything)
you can get an E series CPU for $70-$90
get a mother board for around $50 from newegg.com
and get a few fans to keep everything cool.
case - $24
CPU - $81
Motherboard - $45
1GB ram - $25
fans - $15
of course there are a bunch of other motherboards/cpu's in that price range that would work but you get the idea of what you can do.
